A cult of personality, or a cult of the leader,[1] is the result of an effort which is made to create an idealized and heroic image of a leader by a government, often through unquestioning flattery and praise. Historically, it has developed through techniques of mass media, propaganda, spectacle, the arts, patriotism, and government-organized demonstrations and rallies.
An idealized or heroic figure?
I am honestly not sure if Trump was self-aware enough, educated enough, or simply “worldly enough” to understand what he was saying in his 2016 campaign when he said, “I alone can fix it.” (Later to be the title of a fantastic book by Phillip Rucker and Carol Leonnig). Anyone who thinks that he or she is the only answer, the only person who can “fix” the “United States” is almost ipso facto mentally ill. There may be tiny major medical issues that a doctor may (somewhat) correctly say, I alone can fix it, or perhaps some computer problems in which someone has unique experience can claim the same, but not governing a country. That is absurd on its face.
But Trump doesn’t recognize the absurd or he wouldn’t be Trump.

But in a democracy that was set up – in part – to prevent a person from believing that he or she “alone” can fix anything, the type of person who might lay claim to such a conceit is… well, Donald Trump, a cultist.
Unlike most, who would abhor knowing that they’ve established a devoted following, Trump loves that he’s formed a cult that would follow and believe his every word, that hangs on his recommendations. Watch how Trump reacts when a “fan” (this is politics) asks Trump to autograph his forearm for a tattoo:
