Secret Service Has No Current Plan in Place in the Event Trump Refuses to Leave the White House on January 20th

In the event that President Donald Trump tries to pull an autogolpe (self-coup) — a crisis wherein a sitting president refuses to leave office, the Secret Service has no concrete plans for handling this, according to several former officials who are familiar with the U.S. government’s most sensitive contingency plans.

Each of the officials preferred to remain anonymous due to the secrecy of any such plans, adding that they also didn’t want to encourage Trump to even consider crossing that line, The Daily Beast reports.

So, based on the possibility that Trump might turn stubborn, Daily Beast reporter Marc Ambinder decided to run a few scenarios past the officials. The experts involved included Secret Service leaders who deal with presidential details, agency heads, and military planners. The consensus is that there may be two issues to deal with here.

So, what’s the first issue? Will there be a question regarding who the actual president is? Secondly, what happens if Trump is in a snit and doesn’t vacate the presidency?

The answer to the first question is pretty straightforward. After the Electoral College certifies President-elect Joe Biden on January 6, the White House Military Office will write up a briefing for him about the contents of the president’s emergency satchel, otherwise known as the “football.” It’s contents include a secure satellite phone and a laminated nuclear-war option guide. Then the National Security Agency will provide a set of presidential authorization cards. These cards will be activated the minute Biden is sworn in. Each card has a column of letters and numbers, which are used by Pentagon officials to positively identify the president.

If everything goes as planned, Biden will be briefed on January 19 and a military aide will be immediately assigned to him a few hours before he becomes president. Biden is well-acquainted with this process, having undergone similar proceedings as Vice President.

After Biden is sworn in, Trump’s nuclear authentication card will no longer work. For the U.S. military, this means that wherever the president is, thanks to the billions of dollars that have been sunk into this, he can still enact a war plan from anywhere on Earth.

According to Ambinder:

“There will be no ambiguity, these officials said, even if Trump were to try something extraordinary. The Pentagon’s command and control centers would not accept his orders.”

But what happens if Trump really digs in his heels and demands someone to physically remove him? This may seem like a no-brainer (just grab him and toss him out unceremoniously), but there’s the chance of real harm here, because, as Ambinder notes, “a functional president requires a functional office.”

So Ambinder pushed a little harder for their ideas.

“I think I’d have a conversation with the chief of staff, and then the family, Ivanka and the other kids, and say, ‘It’s going to be your job to make sure he’s gone,'” said one former Secret Service official.

Another suggested:

“When the staff leaves on January 19, don’t let them back into the complex the next day. He can’t do anything without his staff.”

The thought is that an isolated president is far more likely to cooperate and leave.

“I really think it would be up to the Republican Party if he were to try something like that,” another former official said. “The Service and the military would just not want to get involved. It’s not our role.”

Gen. Mark Milley, chair of the Joint Chiefs of Staff has also remarked there is “zero” role for troops in an election or its aftermath. But there are no worries there because the Presidential Protective Division (PPD) immediately transfers protection to the new president on January 20.

If Trump foolishly thinks the Secret Service will play favorites he’d better guess again. The agency’s deputy director Leonza Newsome III was the head of Biden’s vice presidential detail when Obama was in office.

And if Trump petulantly refuses to leave?

“Well, I guess by law he would be a trespasser,” another former Secret Service official said. “We’d have to escort him out.”

I have to admit I’d pay good money to see that. Watching a disgraced man-baby being taken away would be entirely fitting. After all the damage, all the harm he’s caused, it would be satisfying to see this.
